Pleasant Hill Community Alliance (PHCA ) began in 2022 when a few Pleasant Hill community members, inspired by the grassroots community participation of our neighbors in Concord Communities Alliance, decided to organize and make an impact. Our community movement challenges the status quo, holds city leaders accountable and advocates for solutions that will improve our community for all.
We challenge the notion that the way things are is the way things should always be, and are proud to be a force for positive transformation. PHCA partnered with Contra Costa County community advocates including the League of Women Voters and Asian Law Caucus to encourage the City of Pleasant Hill to move from at-large to by-district elections.
